Hajj without Arafaat is not Hajj.
Nabī Sallallāhu ‘Alayhi Wa Sallam said:
“الْحَجُّ عَرَفَةُ”

Nabī Sallallāhu ‘Alayhi Wa Sallam said it three times in the Hadith of Tirmidhi:
الْحَجُّ عَرَفَاتٌ الْحَجُّ عَرَفَاتٌ الْحَجُّ
عَرَفَاتٌ
Hajj is Arafaat. Haj is Arafaat. Hajj is Arafaat.
قَالَ ابْنُ أَبِي عُمَرَ قَالَ سُفْيَانُ بْنُ عُيَيْنَةَ وَهَذَا أَجْوَدُ حَدِيثٍ رَوَاهُ الثَّوْرِيُّ
Ibn Abi ‘Umar said: “Sufyan bin ‘Uyainah said: ‘This is the best Hadith that Sufyaan Thawri has narrated”
Hadith 2975: Tirmidhi
قَالَ وَسَمِعْتُ الْجَارُودَ يَقُولُ سَمِعْتُ وَكِيعًا أَنَّهُ ذَكَرَ هَذَا الْحَدِيثَ فَقَالَ هَذَا الْحَدِيثُ أُمُّ الْمَنَاسِكِ
Imaam Tirmidhi Rahmatullahi alaihi quoting the narrators explanation says:
“This (the Hadith concerning Arafah and Hajj) is the mother of the Manaasik (The rites of Hajj)”

Indeed, the Hujjaaj are the delegations and guests of Allah Ta’alaa.
Nabī Sallallāhu ‘Alayhi Wa Sallam said:
حُجَّاجُ وَالْعُمَّارُ وَفْدُ اللَّهِ إِنْ دَعَوْهُ أَجَابَهُمْ وَإِنِ اسْتَغْفَرُوهُ غَفَرَ لَهُمْ
“The pilgrims performing Hajj and ‘Umrah are a delegation to Allāh. If they call upon Him, He will answer them; and if they ask for His forgiveness, He will forgive them”

Sayyidah ‘A’isha Radhiyallahu anha reported Rasulullah Sallallahu alaihi wa Sallam as saying,
“There is no day when Allah sets free more servants from hell than the day of ‘Arafah. He draws near, then praises them (Literally, ‘boasts of them.’) to the angels saying, ‘What do these intend?”

What to Recite on the Day of Arafah
” خَيْرُ الدُّعَاءِ دُعَاءُ يَوْمِ عَرَفَةَ وَخَيْرُ مَا قُلْتُ أَنَا وَالنَّبِيُّونَ مِنْ قَبْلِي: لَا إِلَهَ إِلَّا اللَّهُ وَحْدَهُ لَا شَرِيكَ لَهُ لَهُ الْمُلْكُ وَلَهُ الْحَمْدُ وَهُوَ عَلَى كُلِّ شَيْء قدير “. رَوَاهُ التِّرْمِذِيّ
‘Amr b. Shu’aib, on his father’s authority, quoted his grandfather as saying that Rasulullah Sallallahu alaihi wa Sallam said,
“The best supplication is that on the day of ‘Arafa, and the best thing which I and the prophets before me have said is,
لَا إِلَهَ إِلَّا اللَّهُ وَحْدَهُ لَا شَرِيكَ لَهُ لَهُ الْمُلْكُ وَلَهُ الْحَمْدُ وَهُوَ عَلَى كُلِّ شَيْء قدير
‘There is no god but Allah alone who has no partner; to Him belongs the dominion, to Him praise is due, and He is omnipotent’.

Shaytaan Humiliated to the Core on day of Arafah
وَعَنْ طَلْحَةَ بْنِ عُبَيْدِ اللَّهِ بْنِ كَرِيزٍ أَنَّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ: «مَا رُئِيَ الشَّيْطَانُ يَوْمًا هُوَ فِيهِ أَصْغَرُ وَلَا أَدْحَرُ وَلَا أَحْقَرُ وَلَا أَغْيَظُ مِنْهُ فِي يَوْمِ عَرَفَةَ وَمَا ذَاكَ إِلَّا لِمَا يَرَى مِنْ تَنَزُّلِ الرَّحْمَةِ وَتَجَاوُزِ اللَّهِ عَنِ الذُّنُوبِ الْعِظَامِ إِلَّا مَا رُئِيَ يَوْمَ بَدْرٍ» . فَقِيلَ: مَا رُئِيَ يَوْمَ بَدْرٍ؟ قَالَ: «فَإِنَّهُ قَدْ رَأَى جِبْرِيلَ يَزَعُ الْمَلَائِكَةَ» . رَوَاهُ مَالِكٌ مُرْسَلًا وَفِي
شَرْحِ السُّنَّةِ بِلَفْظِ الْمَصَابِيحِ
Talha b. ‘Ubaidallah b. Kariz reported Allah’s messenger as saying,
“On no day is the devil seen more insignificant, more violently repelled, more ignominious, or more angry than on the day of ‘Arafa, that being due to no other reason than the mercy he sees being sent down and Allah’s forgiveness of great sins, except for what was seen on the day of Badr.”
He Sallallahu alaihi wa Sallam was asked what was seen on the day of Badr and replied:
“He saw Jibraeel (Alaihis Salaam) keeping the angels in battle-order.”
Mishkaatul Masaabih 2600
All Forgiven, Even Major Sins
وَعَنْ جَابِرٍ رَضِيَ اللَّهُ عَنْهُ قَالَ: قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ
” إِذَا كَانَ يَوْمُ عَرَفَةَ إِنَّ اللَّهَ يَنْزِلُ إِلَى السَّمَاءِ الدُّنْيَا فَيُبَاهِي بِهِمُ الْمَلَائِكَةَ فَيَقُولُ: انْظُرُوا إِلَى عِبَادِي أَتَوْنِي شُعْثًا غُبْرًا ضَاجِّينَ مِنْ كُلِّ فَجٍّ عَمِيقٍ أُشْهِدُكُمْ أَنِّي قَدْ غَفَرْتُ لَهُمْ فَيَقُولُ الْمَلَائِكَةُ: يَا رَبِّ فُلَانٌ كَانَ يُرَهَّقُ وَفُلَانٌ وَفُلَانَةُ قَالَ: يَقُولُ اللَّهُ عَزَّ وَجَلَّ: قَدْ غَفَرْتُ لَهُمْ “. قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ: «فَمَا مِنْ يَوْمٍ أَكْثَرَ عَتِيقًا مِنَ النَّارِ مِنْ يَوْمِ عَرَفَةَ» . رَوَاهُ فِي شرح السّنة
When the day of ‘Arafa comes Allah descends (sends his mercy) to the lowest heaven and praises them to the angels saying,
“Look at my servants who have come to me dishevelled, dusty and crying out from every deep valley. I call you to witness that I have forgiven them.”
Then the angels say, “My Sustainer, so and so was being suspected of sin, also so and so and such and such a woman.” He said that Allah Azza wa Jalla replies,
“I have forgiven them.”
Allah’s messenger Sallallahu alaihi wa Sallam said,
“No day has more people set free from hell than the day of ‘Arafa.”
Mishkaatul Masaabih 2601
Fasting on the Day of Arafah
قَالَ وَسُئِلَ عَنْ صَوْمِ يَوْمِ عَرَفَةَ فَقَالَ ” يُكَفِّرُ السَّنَةَ الْمَاضِيَةَ وَالْبَاقِيَةَ ”
He (Sallallahu Alaihi wa Sallam) was asked about fasting on the day of ‘Arafa (9th of Dhu’I-Hijja), whereupon he said: It expiates the sins of the preceding year and the coming year.

For non Hujjaj wherever you may be if it is the 9th of Dhul Hijjah in your area, you will reap these benefits. It does not have to coincide with the 9th Dhul Hijjah in Saudi Arabia.
