Respected Mufti Sahib, whilst football remains a Haraam sport & we have the Fataawa, I’m rather perturbed that messages are going around on social media in praise of Qatar for the manner in which the World Cup event is being conducted. I’m afraid people are seemingly unaware of the Laws of Allah or are just not taking heed.
Things Qatar did for World Cup 2022 we can appreciate
1. Sayings of Prophet Salallahu Alaihi Wasallam in every corner promoting the beauty of Islam.
2. In hotel rooms, there is a barcode that introduces the teachings of Islam, Hadith, and a simple definition of our faith.
3. They changed Muazzins of mosques and brought those with beautiful voices. Microphones are put in stadiums for Adhaan.
4. Qatar Guest Center to prepare a team of 2,000 people to call for Islam, where it will allocate 10 mobile cars and 10 specialized tents.
5. Islamic exhibitions by Ministry of Awqaf in different languages for visitors.
6. Availability of prayer areas and places for ablution in stadiums for the first time in the history of World Cup.

May Allah bless them for this and guide them in their shortcomings.

Answer:-
Our responsibility as reciters of the Kalimah is to invite people to the Oneness of Allah and the Risaalat of Rasulullah Salallahu Alaihi Wasallam. It is then left to the individual to accept the message of Islam or reject it. Allah Ta’ala addresses Rasulullah Salallahu Alaihi Wasallam in the Quraan Sharif saying, “So (O Muhammad Salallahu Alaihi Wasallam) give advice (to encourage people to accept and sincerely practice Islam) for you are an advisor (and not one to force people). You have not been appointed as a warder (overseer) over them (to force them to accept).” [Re:- Surah Ghaashiyah, Verses 21 & 22]
Now, in advising and inviting people towards Islam, we should adopt the method of propagation adopted by the Ambiyaa Alaihimus Salaam and our pious predecessors. There is no need for us to go beyond that and adopt any method that is against the Shariah. If the correct means of propagation is adopted, then there is hope of the correct Deen spreading, otherwise, instead of Deen spreading in the world, falsehood will spread.
The Tabligh Jamaat is perhaps the largest group in the world that propagate the Deen of Almighty Allah. They travel throughout the world, going to the homes of the Muslim brothers, reminding them of their purpose and objective in this temporary world and their everlasting stay in the hereafter. They spend their time in the Masajid engaging in Zikrullah, Tilaawat of the Quraan Sharif, and in Dua, crying for the Ummah. The results of their efforts can be observed throughout the world. Perhaps millions of people have changed their lives and gained closeness to their Creator, whilst others have embraced the Deen of Islam. This is the result of doing the work of Deen in accordance to Shariah with sincerity and simplicity.
The Ulama, Mashaa’ikh and Sufis hold their gatherings wherein the true Deen and the love of Allah Ta’ala and His Rasul Salallahu Alaihi Wasallam is imparted. By attending such gatherings, perhaps unlimited people have changed and corrected their lives, and these people later became the means of others reforming themselves. This is the result of adopting the correct means of propagating the Deen of Allah Ta’ala. Allah Ta’ala causes the hearts of the people to be affected and consequently, these people become guides to mankind.
When Rasulullah Salallahu Alaihi Wasallam called towards the Oneness of Allah Ta’ala, then just a handful of people accepted his message. However, at the end of his mission, groups upon groups entered the fold of Islam, as mentioned in Surah Nasr. We learn from here that, the initial stages of any work of Deen is difficult but Allah Ta’ala crowns it with acceptance in the end, with the proviso that the correct method is adopted.
On the other hand, when the incorrect means of propagating Deen is adopted, then quick results may possibly be achieved but very quickly, things fade away bearing negative consequences.
Now, after understanding the above discussion, we will realise that using the World Cup as a means of inviting people towards Deen is nothing but a deception. When spectators will be intoxicated and drowning in their love for soccer, will they really be concerned about the fancy posters and billboards promoting Islam, the Adhaan, the teachings of Islam, Dawah centres and prayer facilities? Never! The five daily Salaah and Adhaan being called in the most beautiful manner is broadcasted five times a day from Makkah Mukarramah and Madinah Munawwarah. Muslims can clearly be seen making Tawaaf of Baitullah, which generally pulls and attracts the hearts of the Muslim Ummah, yet it hasn’t been the means of non-Muslims accepting Islam, otherwise, every Kaafir would have embraced Islam. In fact for many, Allah forbid, the Adhaan will be a disturbance, whilst others will be busy chatting and creating a commotion. When the Muslims do not respect the Adhaan in our times, will we then expect the Kuffar to respect the Adhaan at the soccer stadium?
In the same hotels where alcohol will be consumed and where Zinah, homosexuality, and every other form of evil will take place, can we then expect the Kuffar to be attracted and interested in the matters of Deen? Can we expect people, who have spent R3 million in one night dining out, to ever be interested in matters of Deen? It is nothing but a deception! In fact, it is their plot and ploy to legitimise the Haraam World Cup and deceive the Ummah into believing that they have noble intentions for hosting the World Cup.
How many poor people from various countries have been severely oppressed and robbed of their rights in making this World Cup a reality?! How many have lost their lives, leaving their families with no bread winners?! When the very foundation of the World Cup is on Haraam, then how can it yield positive Deeni results? In conclusion, let us not be deceived by their false propaganda and claims that their intention is to propagate the beautiful Deen of Islam!
